Yes, but the base color (Brown) have to be in a even tone for the blonde streaks to show out really well. And, do not have blonde streaks which are too thick or too many.
no! you should never get blonde highlights with brown hair, they're too contrasting. if you want highlights, get either red or lighter brown highlights. that's what i do and it looks good
i think it depends more on your skin tone.
yes. blonde highlights look good in anything but black hair, unless you just do the tips. if you're gonna get blonde though, get two different shades so you can blend them in if you've never had them before. its an easier transition.

yep, highlights would look great. i have the same hair color as you and i've considered highlights. but i won't get them because keep this in mind: you have to keep up with them or you'll look plain silly when they grow out. thats why i don't do it, too much fuss for me although i think they look great.
